LEAPP and its staff are proud to have had prominent roles in national and strategic planning for civil aviation in several countries, in the assessment of civil aviation organizations and restructuring, and in the planning and development of some of the world's major airport facilities. Led by its managing director and directors, LEAPP is organized into 4 divisions covering Aviation & Airport Planning, Aviation Services, Civil Aviation Management Consulting, and Information Technology Services.

Victor Craig Managing Director for LEAPP worldwide

A professional engineer with over 30 years experience in aviation & airport planning, airport engineering design, airspace planning and aviation management consulting. Victor's experience includes national & strategic planning, airport master planning, helicopter facilities planning, civil aviation organisational restructuring & development, and private sector airport investment appraisal & analysis. He has worked in 51 countries for Aviation and Airport Authorities, bilateral and multilateral funding agencies and the Regional Development Banks of Europe, Asia, the Caribbean and South America. His experience includes service with ICAO in Africa, development of the framework for ICAO National Civil Aviation Development Plans, service with the Saudi Presidency of Civil Aviation, and extensive international consulting. He has been involved in the planning and development of the major international airports in the Middle East, Hong Kong, Malaysia, South Korea, and Thailand, as well as many smaller international and regional airport projects. He is also qualified in Airport Inspection & Certification and is a pilot with an interest in aviation safety and instrument operations.

Philip Craig

By profession Philip Craig is an aviation planner and airside operations specialist. While his initial training was in the field of engineering and aviation planning and management, over the past 18 years he has specialised in aviation safety management, airport operations planning, computer applications for aviation and airport operational analysis, and Airport Operational Readiness Management. He has qualified in Airport Inspection and Certification and manages the company's activities in aviation safety management, hazard identification and risk analysis, and in airport operational readiness. His international experience is extensive with assignments completed in Armenia, Dubai, Hong Kong, Malaysia, Taiwan, South Korea, Jamaica, Canada, Madagascar, Botswana, and Thailand. Corporately, Philip Craig is the LEAPP Director responsible for company operations for all of the LEAPP offices.

James Little

James Little is an airport planner with some 29 years experience in aviation. He began his career with the U.S Federal Aviation Administration (FAA), and later joined the aviation consulting industry where he participated in airport planning, environmental analysis, conceptual and preliminary design, and program management for over fifty airport projects worldwide. His experience in airport development includes some of the world's largest airport projects including the new international airports constructed in Hong Kong, Bangkok, Seoul, and Kuala Lumpur. In addition, he has undertaken airport planning assignments in, Australia, Taiwan, South Korea, China, USA, Singapore, Spain, Indonesia, Armenia, Abu Dhabi, and the Philippines. For the past nine years he held the position of Senior Manager of Planning for the Hong Kong Airport Authority, where he managed major strategic development projects for the airport, including the most recent airport master plan.

Debendra (Chuni) Phukan

Debendra Phukan is an airport engineer with over 30 years experience in the field.  He is a qualified civil engineer by profession and spent 13 years as the Head of Civil Engineering for Aer Rianta (Irish Airports Authority), being responsible for engineering services for all airport capital works projects carried out at Dublin, Cork and Shannon International Airports.  He was Programme Manager for the development of a new northern parallel runway at Dublin International Airport as well as for a major airport access planning, which included all road and bus access and future rail connections to Dublin City.  Subsequent to leaving the Airports Authority, Mr Phukan joined LEAPP as Manager of LEAPP's office in Ireland, and manager all of LEAPPs consulting operations in Ireland.  In his capacity as a Director of LEAPP, he is responsible for all airport and pavement engineering services carried out by LEAPP worldwide.
